Finance & Operations

The Finance and Operation division develops the System Operating, Capital, and Adult Education allocations. Staff also provide guidance, leadership, and support to colleges and other ICCB divisions on matters related to finance, financial reporting, funding, fiscal monitoring, capital matters, and grant program management and oversight.

Staff work to ensure, fair and equitable distribution of state funds, in accordance with state laws, to 39 Illinois community college districts and other non-college grant recipients (primarily adult education and career and technical education providers).  The division works to maintain high levels of accountability and integrity in the administration of ICCB processes.  The division collects data regarding the distribution of state funds, to advance accurate and timely publication of financial and facilities related data.

About Us

The Finance and Operations division provides leadership in matters impacting accountability over state and federal funds received and distributed by the ICCB to community colleges, adult education providers, career and technical education providers and to community based organizations. This division is responsible for development of an annual system Capital budget request as well as  collection and review of various financial and capital related data submissions made by each community college district. Division staff deal directly with specific data submissions and state level administrative responsibilities to positively impact the system and demonstrate statewide accountability of state and federal funds appropriated through the ICCB for system initiatives and priorities.

Some areas of responsibility include:

  • Fiscal Monitoring
  • Capital Project Analysis, including new project review/analysis/recommendation Uniform Financial Reporting System (UFRS) data management
  • Various data collection/analysis needed for system wide budget development
  • Collection of financial compliance items including annual college auditsand budgets
  • Community college facilities data collection
  • Serve as Liaison with the Capital Development Board on state funded capital matters
  • Participate in the System Recognition Process
